Three major hydrogen projects—Deutsche ReGas’s 210 MW H₂-Hub in Germany, Vattenfall/CIP’s 560 MW Zeevonk project in the Netherlands, and CIP/Enagás’s 500 MW Catalina plant in Spain—have withdrawn from the EU’s Hydrogen Bank auctions. Altogether, they represent approximately 1.3 GW of electrolysis capacity, about one-third of total awarded capacity. As a result, the European Commission will redirect freed-up funds from the oversubscribed second auction to reserve projects. Remaining funds from the first auction will return to the Innovation Fund for future calls.
